Townsent Harris was a first American Consul of Japan.
He was appointed as the consul in 1955.
He suceeded to make the trade treaty between two countries.
During his negotiation with Japanese.
He mentioned the fear of the drugs and told the story of The Optim War in 1940 at China.
Japanese knew the incident but were not serious about the fear of drugs.
So Tokugawa Bakufu made the severe rules about any kind of drugs especially heroin.
The rules took over Meiji Goverment and they made the rules more severe.
Death penalty was adapted for the sales of drugs.
It is alomost same now.
There are many foreign visitors in Japanese prisons due to illegal position of drugs cought at
airports.
Asian countries usually do not follow the Japanese rules or laws but this severe attitude for drugs is the exception.
They make more hard. Death penalties are often scaffolded in Asian countries to Western
young people who holded drugs.
But still in Japan tons of drugs are seizured every year.
Most of them are presumed to be carried from North Korea via China.
Such a bad country North Korea.
